Bradley C. Niebling

Bradley C. Niebling is an educational psychologist and consultant specializing in multi-tiered systems of support (MTSS) and universal (Tier 1) instruction. He is a coauthor of Effective Universal Instruction: An Action-Oriented Approach to Improving Tier 1, part of the Guilford Practical Intervention in the Schools Series, alongside Kimberly Gibbons and Sarah Brown. He holds both an MS and PhD in educational psychology from the University of Wisconsin–Madison.

Niebling serves as assistant director of technical assistance and professional development at the Iowa Reading Research Center, where he oversees the Iowa Science of Reading Summit, coordinates technical assistance and professional development, and collaborates with the Iowa Department of Education on statewide literacy initiatives. Previously, he worked as a bureau chief at the Iowa Department of Education and as a school psychologist at Heartland Area Education Agency. His professional work and publications focus on strengthening the alignment among curriculum, instruction, and assessment and improving the effectiveness of Tier 1 instruction in PreK–12 schools.
