Cara Shores

Cara Shores is an author, educational consultant, and K–12 special education leader specializing in Response to Intervention (RTI) and instructional frameworks that support students with disabilities. She serves as coordinator of exceptional education for Bartow County Schools in Georgia, where she works with K–12 educators and students with IEPs, coordinates professional learning, oversees multitiered systems of support, and provides instructional coaching. Shores holds an education specialist degree in special education and leadership and a master’s degree in special education from the University of West Georgia, as well as a bachelor’s degree in English from Jacksonville State University.

Shores is the author of Reaching Every Learner: Proven Strategies to Teach Students With Disabilities in Tiers 1–3 (Solution Tree, 2025), which presents a three-tiered instructional framework to support student learning and growth. She is also the author or coauthor of several books on RTI, including A Comprehensive RTI Model, Using RTI for School Improvement, and Response to Intervention: A Practical Guide for Every Teacher, and she served as editor of The Best of Corwin: Response to Intervention. With more than 15 years of experience as an author and consultant across the United States and Canada, she has been a keynote and featured presenter at national and state conferences focused on special education and educational leadership.
