Carol Moehrle

Carol Moehrle is a public health leader, nurse, and author who has spent more than three decades strengthening community health systems and supporting educator well‑being. A registered nurse with a Bachelor of Science in Nursing from Idaho State University, she served as District Director of Public Health – Idaho North Central District for over 30 years, leading a five‑county health district in north‑central Idaho and engaging extensively with national public health partners. In 2024 she became Vice President of Programs at the Public Health Foundation, where she oversees program development and quality assurance to advance public health practice nationwide.

Moehrle has held prominent leadership roles, including president of the National Association of County and City Health Officials (NACCHO) and past chair of the Public Health Accreditation Board, and she received NACCHO’s Maurice “Mo” Mullet Lifetime of Service Award in 2019 for her contributions to local public health. Drawing on her background as a public health nurse and her long experience supporting professionals in demanding roles, she co‑authored Daily Sparks: 180 Reflections for Teacher Resilience with Gail Boushey, a collection of short daily reflections designed to help teachers cultivate resilience through balance, calm, change, happiness, optimism, and positivity.
