Charles Russo

Charles J. Russo is an American scholar of education law and co-author of Special Education and the Law: A Guide for Practitioners, multiple editions of which have been published by Corwin with Allan G. Osborne Jr. He serves as the Joseph Panzer Chair in Education in the School of Education and Health Sciences at the University of Dayton, where he is also director of the Ph.D. program in educational leadership and a research professor of law in the School of Law.

Russo holds a Juris Doctor (J.D.) from St. John’s University School of Law and a Doctor of Education (Ed.D.) in Educational Administration and Supervision from St. John’s University. A past president of the Education Law Association (1998–1999) and recipient of its McGhehey Achievement Award (2002), he has authored, co‑authored, edited, or co‑edited numerous works on education law, including books and hundreds of peer‑reviewed articles.
