Clarissa E. Rosas

Dr. Clarissa E. Rosas, Ph.D., is a special education scholar and practitioner with more than 30–40 years of experience in general and special education across K–12 and higher education settings. She earned her Ph.D. in special education from the University of New Mexico, with a focus on bilingual/multicultural special education and educational administration, and holds a bachelor’s and master’s degree from the University of San Diego. Her professional experience includes teaching general education, special education (mild to moderate and moderate to intensive), English as a second language, and bilingual multicultural education, as well as serving in administrative roles at the district, school, and university levels.

Rosas is co‑author of The IEP Checklist: Your Guide to Creating Meaningful and Compliant IEPs, a widely used practical guide for developing legally compliant, instructionally meaningful IEPs. She has also directed graduate programs in (multi)cultural special education and teacher preparation, focusing her research and curriculum work on innovative programs for preservice and in‑service teachers and on effective practices to meet the needs of ethnically and linguistically diverse students with disabilities from vulnerable populations.[1
