Elizabeth Berquist

Elizabeth Berquist, EdD, is an internationally recognized expert in Universal Design for Learning (UDL) and serves as Director of Professional Learning for Baltimore County Public Schools in Maryland. She also works more broadly on employee training and development in the district and advises school systems across the United States on implementing UDL to create more inclusive and accessible learning environments.

Berquist is the co-author of Your UDL Journey: A Systems Approach to Transforming Instruction (2020), which offers a five-phase, systems-level process for implementing UDL beyond individual classrooms. She is also the editor (and a contributing author) of UDL: Moving from Exploration to Integration (2017), a collection of case stories documenting UDL implementation in systems, states, and schools, and has written on using the UDL framework as a guide for professional development. In addition to her district leadership and publications, she is a member of the advisory board of the Universal Design for Learning Implementation and Research Network (UDL-IRN).
