Heather Rubin

Heather Rubin is an Administrative Coordinator for the New York State Education Department’s Long Island Regional Bilingual Education Resource Network (L.I. RBERN) at Eastern Suffolk BOCES, where she provides technical assistance to K–12 school districts in meeting the needs of multilingual and English learner students. Her work focuses on instructional design and technology integration for English learners, and she regularly presents professional learning sessions to support educators and families serving these students.

Rubin is co-author of Digital-Age Teaching for English Learners: A Guide to Equitable Learning for All Students (Second Edition, Corwin, 2022), written with Lisa Estrada and Andrea Honigsfeld. In this book, she and her co-authors introduce the Digital-Age Teaching for English Learners (DATELs) framework, offering evidence-based technology integration models, instructional strategies, and collaborative practices to create equitable, technology-rich learning environments for English learners across in-person, hybrid, and remote settings.
