Kate Anderson Foley

Kate Anderson Foley, PhD, is a transformational education leader and consultant who has guided public school districts and state systems toward more equitable, integrated, and inclusive services for all learners. She began her career as a special education teacher, pioneering inclusive practices for students at risk and those with disabilities, and later moved into administration, where she advocated for local, state, and federal reforms aimed at improving academic and social-emotional outcomes, school funding, healthcare models, and operational efficiency. She is the founder and CEO of The Education Policy & Practice Group, through which she partners with education agencies and organizations to support school improvement processes, strategic planning, professional learning communities, and asset-based education policies and practices.

Foley is the author of Radically Excellent School Improvement: Keeping Students at the Center of It All, published by Corwin in 2024, which presents a comprehensive, strength-based school improvement model designed to ensure that every student grows, thrives, and achieves their fullest potential. She has also been cited as the author of additional works, including Ida Finds Her Voice and Fearless Coaching. Foley is an international keynote speaker and a Harvard Medical School Institute of Coaching Fellow, and she frequently shares her expertise on school improvement and integrated special education through podcasts, master classes, and professional development sessions for education leaders.
