Rose L. Colby

Rose L. Colby is a nationally recognized competency-based learning and assessment specialist who works with schools across the United States to design high-quality competency, assessment, and grading reform systems. She has served as a Competency Education Consultant for the New Hampshire Department of Education, supporting districts in developing competency education systems and in the design and implementation of the New Hampshire Performance Assessment for Competency Education (NH PACE) accountability pilot. Colby is a Talent Cloud Fellow with the education design firm 2Revolutions and a member of the national advisory board and contributor to CompetencyWorks, a clearinghouse for innovative practices in competency education. She teaches in graduate programs focused on competency-based education, including serving as an adjunct or lecturer for Southern New Hampshire University and Plymouth State University in educational leadership and competency education programs.

Colby is the coauthor of Deeper Competency-Based Learning: Making Equitable, Student-Centered, Sustainable Shifts (with Karin Hess and Daniel Joseph), which focuses on implementing equitable, student-centered competency-based systems.
