Stephen Kroeger
Stephen Kroeger, Ed.D., is an associate professor and program coordinator in the Special Education Program within the School of Education at the University of Cincinnati. He earned both his master’s degree in special education (1993) and his doctorate in education (Curriculum and Instruction, with a focus on special education and behavior) from the University of Cincinnati. His academic work centers on special education practice, positive behavior support, and improving student outcomes through effective, collaborative planning.
Kroeger is one of the contributing authors to the second edition of The IEP Checklist: Your Guide to Creating Meaningful and Compliant IEPs, joining a team of specialists in special education and law to provide practical guidance on developing high‑quality IEPs. His scholarship also includes work on student‑centered behavior plans, such as coauthoring the Positive Behavior Support Assessment Guide: Creating Student-Centered Behavior Plans, and articles on topics like microteaching and IEP process ownership for educators.
